Some changes have been made to the server now:
 
Maps (good job giving them a chance)
Removed: 
Studio Seaside Bazaar Abbey Season and Santorini have remained on.
 
Rounds
Pistol rounds, full buy rounds, and random weapon rounds have all been added, as well as force buy rounds.
The three different types of rounds all have different chances of being played:
Pistol rounds have a 30% chance of being played. Random weapon rounds have 10% chance of being played. Full buy rounds have 60% chance of being played. Force buy rounds are played when the Terrorist team wins three consecutive rounds. If they win this force buy round then the teams are scrambled.
 
Loadouts
Loadouts are also much more customisable now, upon typing "guns" or anything similar ("/guns" or "!guns"), a new menu will appear. The full buy loadout is very simple, and only allows the player to choose which gun they want, and what pistol they want with it. Any primary weapon is available, CT weapons for CTs and T weapons for Ts, obviously. The pistol round loadout and AWP loadout, however, is much more in-depth than the full buy ones.


Pistol Rounds
The players total loadout on pistol rounds can only amount to $800. If money is leftover on a pistol round loadout, it will be used to purchase random grenades.
 
AWP Rounds
The AWP loadout can be changed quite a bit. Players can enable their AWP for either team, the frequency of getting it, the pistol they get with it, and if they can receive AWPs when alone.
 
Other Stuff
The leaderboard have been reset to hopefully fix the issue where random players would appear to be on an extremely high amount of points in the !top menu, when they are not on that many points. Feel free to suggest any maps that you would want added to the server, if you ever want them. Instant-plant has been added, left clicking with the bomb will instantly plant it. However, it is not automatic plant so you do have to click or press E.

I'm Stiqqy. Most Decorated OB CSGO player with 2 surf player of the months and 3 tournament wins. I am 20 years old From LANDAN TAAAAAN. Games i am currently inretested in and play at the moment are Overwatch, Pokemon, CSGO, Fortnite, Dishonored, R6 (Will be in the future) and a smattering of others. My music taste is very broad and i listen to pretty much anything. I am very sporty having strong passions for Football mostly.
I Joined Outbreak nearly 6 years ago (WTF LOL). I don't go on ts that much unless invited to do shet.

Moderator Applications were open for Jailbreak and nothing else but you created your own imaginary role that you believe is needed and applied for it, Why would I approve an application for a none existent role. If you believe a dedicated forum moderator role is needed or other alternative options wouldn't the correct subforum to post be the "Questions and Suggestions" Section to actually discuss the issues you and seeing while providing your idea for a solution? 
You messaged me on the 9th of Jan to edit the Event cooldown thread, I pretty sure that I was actually busy, But anyway by the 11th you had messaged Finnley who as you said was there and able to sort it out. When I looked at the thread on 12th and saw "Edited January 11 by Finnley" Since it had already updated and everything sorted by Fin so I saw no need to get involved.
I do have to question something you said How are you going behind my back by asking Finnley to edit the Event Cooldown thread? What? How? It a really simple admin task to just update the thread and remove your name, It in no way needs my input and could easily be handled by Fin as it was. For future reference, I would've said that if it doesn't require my input start just at the bottom of the admin team and move up as needed rather than starting for the top.
To your overall "Forums are shit" etc.. For me when the community is in a decline like it currently is, I'm definitely a bit looser on the forum standards and are more willing to let people off with stuff, I'm not going to be as strict as at the end of the day most of it is harmless for a bit of fun. I'm not going to go around micro-managing every thread for the active forum members we have. I do agree that sometimes that a few people have been going a bit far on the forums and maybe it is something to look for and discuss a  possible solution. Personally, I've been thinking about creating an Outbreak Communications Role, with the main responsibilities of Communication and Forum Moderation it try and improve Outbreak's overall Communication. For me, Forum Moderation is a lot more complex role as people can definitely have their own bais of what is and isn't acceptable, and letting people get away with more stuff has been more prefered than having to deal with complaints of over-aggressive forum moderation.
Hope I've answered for everything that mentioned and understand my opinions on it
