Actually it is legit, from what I have learned. Apparently those clips were taken from before there was this huge CS update which basically made it very hard to bhop. Before the update however, if you perfected bhopping it was possible to be able to bunny hop like Phoon in the video.

Then again I could be completely wrong, I did not play Source properly until like 2011-2012 (apart from when I used my brothers account to play zombie mode like in 2008) so I do not know much.
