Completely, the idea is to give something special, or something that has relevance or pertinence. Games are meant to be experienced, while CS:GO skins can certainly be experienced they can't be experience anywhere near as much as games. By giving out a skin you're undermining the principle, the previous secret santas we've had have never had skins as even a suggestion. Plus skins fluctuate in prices, game only go on fixed sales then return to a base price. Giving a skin that dips in price would be really shit.
