You're one lucky son of a bitch. I've killed many steel dragons in my time on both OSRS and the other RuneScape and I've never managed to get a vissy however I did buy a dragon fire shield back in 2011-2012, hopefully I can afford one in OSRS soon.

No, that'd be a strange update to do, however they did boost drops for certain monsters such as skeletal wyverns, so more are being killed & therefore thee chances of them coming into the game is increased.
