Why is Steam so unpredictable?

So, I've got my new GPU and was downloading GTA IV at a steady 14 mb/s. It's a large file, 14GB and it was at 14/mbs right up until it hit 12GB of the download. It then went to 2 mb/s and never climbs from that.

Steam always does this, it starts high, then rockets to sometimes under a mb/s. Why? It is so annoying.

Because when you get to the smaller files and towards the end of a download it needs to go slower, its the same with everything like when you get to 99% on torrents

Its probably because your using up your bandwidth so it starts to cap it. Your ISP only lets you download so much each day before they cut your speeds

I have two houses (seperated parents) so I go from 70Mbps to 500KBps. So painful.

Nut, are you joking? :P He posted a week later - on his own thread. Wist, be very, very cautious of Virgin. Was with them for year years during uni. Got nothing but awful. Sky, however, is great - but I'm in York. Maybe it's regional.
