Chromecast connects to your TV via HDMI and connects to your wifi network. With any portable device (or pc) you can 'push' content to it and it streams it direct from source. For instance you can push YouTube videos to it from your phone and then it will take the data from YouTube via wifi. (It will not use any phone data as it is fully independent) Netflix, iPlayer and all Google services currently work for this and more are coming out soon.
