Temporary fix if your CSS is returning the error in the title of this thread.

Boot Steam.

Go: settings > downloads + cloud > download region. Change this from w/e you currently are, to something else in a different country (I am UK London, and switched to France, Paris)

Restart Steam. Start CSS - either enjoy, or quit CSS after getting it to run, then switch to your old, faster DL region, and then enjoy CSS.

Hope this helped a few troubled souls, parted from dearest CSS since this afternoon. xo
