What did he do: 

Recently, we have been playing Governor of Poker 3 Multiplayer on Steam. 

Brandon has been exploiting the game by making separate accounts in order to play games with himself to "give" himself money by losing games. This allows him to transfer chips to himself in a way the game doesn't anticipate.

Pay attention to no.2, this is the item that applies best to what Brandon was doing here. It goes against Outbreak rules for player and members so moderators certainly shouldn't be doing this.
