Had a little trip down memory lane today, and had a look at my introduction from 2012. I thought I'd make a new one in the interest of actually meeting some more corners of the community, but for reference you can see below:
Peep that completely unnecessary A Level English brag - what the fuck was I hoping for?
Anyway, I am (still) Wist, but my real name is Harry. I am now 23, and live in London. I work in Technology Resilience at Deloitte Cyber, specialising in Business Continuity and Catastrophic Recovery in Financial Market Infrastructures. In plainer English, I effectively help banks, clearing houses, brokers, securities dealers, repo dealers, payments infrastructure (and a whole host more) recover from IT failure of all stripes - minor outages to total disasters. If anyone is interested, read this story about the world's largest shipping company, Maersk, being hit by a cyber attack. It's about the kind of scale I'm aiming to combat.

Prior to working in Cyber, I studied Political Philosophy at a place called Trinity Hall. I grew up in Somerset, where my parents still live. I think I've probably served in more roles than anyone else in Outbreak: from memory, Member, Mod, Admin, Head Admin, Community Admin, Co-Owner, Owner, Veteran and now back to Member again. I will always have a special place in my heart for this community - we really are a (dysfunctional) family. I think I probably know the OGs better than most of my real friends. Between my life's ups and downs, they're usually the first to know. I definitely hope the younger generation get the same bond - it's a special thing (and probably why the OGs are such an insufferable clique if you're not 'in').

Don't have nearly enough time to game as I'd like anymore, but I seem to be playing CS:GO, Rocket League, and FTL as my 'go-tos'. I'm still running around as a fairly headless chicken trying to work out how to vaguely adult - no luck yet.

I'm conscious that some of the younger folks are getting to that near-university application stage - If you ever need a hand, just yell. I'm happy to help with personal statements or revision advice etc. etc.

Anyway, that's me. Hope to see more of you around!

A fair amount of change has taken place within the last few weeks, so it's time for an update on the state of affairs.
    Outbreak Community Representative
Following the first community meeting, it was decided that a representative should be elected to improve communication between the staff team and members. We followed an instant-runoff vote format and I was elected as the rep (it should be noted that Akame was the actual winner of the poll, but he declined the offer so 2nd place was taken instead).
The full results can be found here:

There has also been some confusion over what this role entails, so for clarification, my main two responsibilities are (but not limited to):
    • Relaying information on the state of development within the community
-This includes updates on admin meetings, future development plans etc.
    • Managing the monthly community meetings

Remember that these are not set in stone, so if anybody feels I could change what I am doing, please do make suggestions.
    Role Changes
Congratulations to MiniColossus on his successful promotion to member and Akame for obtaining moderator, as well as Marsh, Toby, Lucy and Vodo Hazed for getting trial.
In addition, the veteran group on the forums has now been retired and replaced with 'Retired Member' - it is effectively the same, but slightly more lenient, available to 2 year old members or previous members who have been a longstanding part of the community. This allows for well known, previously active people to easily return to member once they have returned.
    Forum Updates
There have been various small changes within the forums over the past few days:
    Member of the Month
As many of you will have seen, there is now a 'member of the month' vote at the right of the home page.

This should be used to suggest a member that you think has contributed particularly well in the past month; the top votes will be considered by the staff and a member selected - keep in mind that obvious troll picks will just be discarded.
As of now, the perks of winning are purely cosmetic, appearing as a forum medal which can be displayed under your avatar:

But if there are any ideas for more substantial benefits, please make a suggestion.

    Miscellaneous
All previous warning points have been cleared (unless recent or still relevant) as to remove trivial sanctions.
Calendar information now shows on the home page to notify you of upcoming events.
Trophies and medals have now been fully implemented, with 'Veteran' and 'Years of Service' badges to showcase your time in the community (and reveal the filthy 2k16ers). Years of service badges require 20+ pieces of forum content per year to count towards the total.
    FiveM Server
Development is still in progress for the server, but there have been some issues implementing certain plugins - a more detailed post will be made about this within the next couple of weeks.
    Events
A new event schedule will now be tested to try and encourage more frequent events, following a simple alternating pattern of community choice events and staff hosted events.
The community choice events will be based on a monthly poll to decide on a game, and we hope members will be willing to help with the hosting of these in the future. (Thanks to Danny for hosting the first Worms WMD event).
Staff events will be run entirely by the admin team and game choice will be chosen on our perogative.

Results for the first community choice can be found here:

Following our first "Community Discussion Meeting" here is the outcome of that meeting, the meeting showed how we do all care about the community and its direction and I want to personal thank everyone who got involved this will be something that we shall try to do on a monthly basis.

    Community Discussion Meeting
Overhaul the feedback from the meeting shows that we do want some sort of community growth through various areas throughout the community, a few ways to do this have been suggested which I will be mentioning below.

A role will be voted on by the community to say who they want as the "Outbreak Community Representative" this person will keep everyone updated on everything that is happening throughout the community whether it be Events, Servers and Community Development as a whole, put simply they will be the Outbreak PR person working with everyone. Hopefully this role will fix our lack of community information/updates so that everyone knows where we are at. More information HERE.

Monthly Update posts will actually be posted monthly, keeping our community updated, in-between this we will be doing Community Discussion Meetings where everyone can show up and we can discuss the community together. Community Discussion Meeting and Monthly Updates will also take place on a bi-weekly format for example:
01/01/2019 Monthly Update 15/01/2019 Community Discussion Meeting 01/02/2019 Monthly Update 15/02/2019 Community Discussion Meeting
The Community Discussion Meetings will be up on the calendar as soon as a date and time is selected, this will be where you can either post points that you would like to bring up or message either Myself and the Staff Team or the Outbreak Community Representative these meeting should be no longer than one hour.
Outbreak Community Media is an area that was brought up in the meeting where everyone can get involved uploading clips or funny situations that have happened in the community, think something along the lines of Soviet Womble Videos. A Thread for this will be created where you can upload Videos to dropbox/google drive or whatever else and hopefully they can be created to showcase our community and then uploaded to the Outbreak Community YouTube Channel which you can subscribe to right now HERE, More information about this will be posted on the Thread itself.
Currently the Community is split in different channels throughout the Teamspeak this is something everyone brought up to and wanted to try and resolve. The best suggestion for this is Events whether it be fully organised Events/Tournaments or something more causal along the lines of Game Nights. A thread for this will be created where we can post suggestion on what people would like to see done, this will need be done as a community effort, so if you are suggesting something you should be will to try and help out with it so it doesn't end up being piled upon one or a small number of people.

    GTA FiveM RP Server
GTA FiveM RP Server as I've previously mentioned I've been focusing on working on this, the current ETA is to have something like a playable BETA for Outbreak by the end of the month. If you do want to help out with this whether that be suggesting possible plugins from HERE or anything else let us know.

If you do have experience with GTA FiveM or if you have played it yourself or watched videos and have suggestions for the server let us know! Some examples of things that would be really helpful would be plugin creation/editing or GTA Map Editing.

    Minor Update
Members+ Can give out Teamspeak Permissions to anyone in the  "New Permissions" Group, please try to either give out perms to people that you know or if you have been asked another player or if you have spoken the them.

I think the main problem here (as others have said) is more the lack of a unifying entity for the community to engage rather than the admin team. I absolutely agree that there are things the current team could do better (e.g. more communication, more mod powers (what is the benefit of not allowing mods powers like approving forum posts or moving people in teamspeak? These are pretty basic powers and if someone's a mod they should be trustworthy enough to use them)), but I don't think shifting around the team will do much - surely if somebody had an idea for how to move the community forward they would have made a post about it, no?
This being said, I think bringing events back would be beneficial - servers tend to require long term commitments for sustainability and often revolve around a group of people within the community joining at once to create a core population that will actually incentivise other people to join. Events are not like this, you only have to give up a night or two and its an easy way to integrate members across the subgroups that exist. In addition, it perhaps has potential to gauge community interest in a particular game or gamemode, if people didn't find a surf/minigames/gmod/etc. event fun, it's unlikely to work as a server. I would like to clarify, however, that these should be EVENTS not server openings - they should offer the opportunity to play things that aren't usually/commonly available within OB (full sized tournaments, CTF games, 1v1s/2v2s against large numbers of people, and so on...).
As a side note to this, perhaps it would be worth trying cross community events again? The last one basically flopped because everyone was on holiday while it was running but I reckon it might be worth a fair chance (In fairness, I don't know whether other members would be interested in that sort of event, so you would need to check interest first)

Mintlou, I think you made some good points and sparked a good discussion, but I would perhaps split your objectives - if people don't like you they're unlikely to have a productive conversation about the issues you have with the admin team if they think that agreeing with you will allow you leadership; some people may want to change the team but not want you as owner, so not seperating these categories causes unrepresentative arguements. I would have perhaps created this thread initially with a disconnect from you - "this vote is just to see if people are happy with the admins, not whether they want me as the owner etc." and then based on the replies, moved forward with "I think I could be a good candidate..." because I'm assuming the original post wasn't entirely self-interested?

Admins, I think a large part of the problem is due to the lack of communication and direction you seem to have. A stagnant/unfruitful state of development would be acceptable if we could see what work you were trying to do and it was apparent that nobody (including all members of the community) had any useable ideas. Maybe returning monthly updates would work? I understand that there may be nothing of substance to discuss in these posts (although at the moment, the stage that the FiveM server is at would be great to talk about) but I would honestly prefer a copypasta "Hey guys, we're currently just moderating, but any ideas you have for... would be greatly appreciated" to at least acknowledge the community (although if regular events came back, maybe these posts could promote them? Perhaps would be thought of a useless/spammy, idk). I also feel personally that I'm not sure what your goal is with the servers, I've heard talk about trying to build community size from some people, but a DayZ server does nothing to achieve that. Are the servers primary focus to satisfy the existing community or bring in new people?
As for the claims of admin's comments, its one word against another so I can't really argue either way

Also ngl this triggered me a bit when Mintlou was just talking about judging the argument, not him.

"But Eagle, you just said 'surely if somebody had an idea for how to move the community forward they would have made a post about it, no?' and then proceeded to give an idea on how to move the community forward!!!1!1!"
Yes, but I hadn't given much thought on community progression until the creation of this thread (which doesn't validate arguing for changing of an admin team as you can spur discussion by just creating a thread asking "how should we improve...")

EDIT: Started writing this earlier in the day then forgot about it so didn't see Mintlou's newest post, he summarised things pretty well but will leave this here as I think I made a few new points.

    So TL:DR,
There is still some drive here for community engagement to happen There is a desire for gaming servers to pop up for the right game and at the right time FiveM is actually quite a difficult thing to set up and some aren't too sure if it is the thing that will save Outbreak There is a feeling that the community members have separated into smaller groups that rarely have reason to interact with each other There is a consensus that the staff team should shake things up a bit @Sir_Conor + @Frostie + @giant_cheesepuff
Why don't we have a sit down on TeamSpeak one night and just talk through how we can all contribute to fixing Outbreak without breaking any relationships further? From the responses given here it seems that people currently object to the idea of the staff team completely changing, but also express some frustration if things stay the way they are. However everyone wants this community to progress in a positive way that involves people. We should all focus on that bit.
Meet us in the middle somewhere for a chat and then come up with an idea to pitch back to the community on another poll?

I wouldn't call 30 people split into 5 Groups a community tbh, everyone in OB has different interests and the one thing they had in common was the game server or events that OB used to run, with neither of those happening it's just a TS server with 30ish people on it with 5-8 of which being in the OG channel ,15 being spread in Mix Rooms with about 3 in each and around 7 people constantly in Games Rooms, these numbers never really change, people have at this point stopped trying to mix groups of people up and it's obvious why, they have no reason too, before they had servers or events which led to community integration, without those OB will remain a TS server which has no real community feel to it, the only person that I see moving between groups consistently is Quinn, however they've been in the community fuck knows how long so they comfortably know the OGs and is still the age of the other people within the community so they can relate to their humour etc, which leads to another thing of when the possibility of Discord was being discussed, that thread alone shows the divide between the community some people willing to leave if the move was going to happen and honestly I don't blame them it's like when someone said "It's like going to a pub to see your mates and saying we need more mates" we don't and hence why the community is split, no common interests between groups cause splits and the splits can be fixed with events or a server which people will enjoy longterm.

Do we have an eta on this server, I'm guessing it's going to take quite a while as I don't think anyone has made a gta5 server previous, can I suggest getting rid of and getting in some mods who are actually excited for this server. Need people who will put good hours in while making the server and especially when it goes up or will end up in a massive waste of time. We have seen this with other servers that have gone up, mods not putting in effort at all, need mods that are willing to be on the server to help populate or it will just flop, we have seen this on too many occasions.

When an OB thread actually gets some actual responses for a bit ?
Just to Wist and Venga's posts, that I think present the issues of most of OB stretching further back than even when I was HA but also the way most of OB have been looking at it.
I completely agree that there is a divide and you have to consider about uniting the community somehow and/or letting one group take the lead, but you both address the fact to solve this you have to find a server platform that fits and I'm asking you if there really is single one that fits like we used to have? It's good to realise the overall problems but no one has ever been able to actually suggest game platforms that would solve it. Furthermore, whatever suggestions are put forward in a public thread or channel often just put pressure on staff to oblige rather than make their own decision, work on it and set something up.
There is a lack of fresh games atm (imo at least) that allow for community building that the core(s) of this community would actually keep returning to for an extended period of time. Which leaves you either to focus on a game mode that a small minority of the community will play but could bring in new people, or whether you want to focus on bringing together the current community and get it back to a more welcoming state. I personally would pick the latter first, I joined OB for the people and thriving community - any fucker can own a game server, does OB need one right now to function?
I'm not around to judge the current situation aside from reading forum posts so I could be wrong, but this community can flick itself back on easily. OB also has a bad habit of being melodramatic. I would recommend people who have actual physical suggestions to take them directly to staff, for me that would show you are sending it because you want to contribute rather than jumping on thread bandwagons or applying unnecessary pressure (obviously if you want a wider discussion about something that's different, but you get my point).
    either way,
    memes xoxo

tl;dr: a siloed community will derail any project in the long-term
    ------
I'm flattered people thought I was a good owner. Hats off to Conor, who I really just supported.

One thing OB HAS to solve is how siloed it's become. OGs in one channel, and I don't even know how many others groups hang around in the other channels. Is that my fault? Probably slightly, but I am less active than I've ever been now. No, it's not black and white OGs vs. the world, but this community is circles within circles. Conor had a fair point when he said people don't talk to him on the day-to-day from these posts. They had a point when they said, conversely, Conor didn't talk to them.

Why did it work in the old days? Coherency, for one thing: people played with more or less everyone, and OB had (and I'll say it again, as I have for the last year) a brand. OB Members were consistent: consistently good CSS players, good wardens, good Ts, good community members. They were almost all friends, too: at least without the immediate trolling. I think people have rightfully pointed out that when the mods felt obliged to police the community, people did care more about being inclusive. It meant they actually played together, and the community was exactly that: a community. And because we had a coherent community, it meant OB could and did take jailbreak dramatically more seriously, and more creatively, then most any other rival jailbreak community in existence. For two years, whenever we ventured onto Hellsgaming or any of the other JB communities, we always stole the show with our commanding. Thus, a virtuous circle.

How do you fix it? I know I'm sounding like I'm reeling off corporate bullshit here, but OB needs to produce a product again. Two parts to this: it has to be
good marketable Yes, I know this is obvious to everyone. But if it is going to be (1), it has to be consistently good, which means getting the community - yes, the real, whole community - to play it together. Break down the barriers, meet the new upstarts, or the old fogeys upstairs, whichever one you are. And if it's going to be (2), it actually has to have a realistic chance of success. Minecraft servers do not achieve this because unless they're massively innovative and set-up like Hypixel (which is, as far as I can tell, a multi-million dollar company) because Minecraft is not, to my memory, particularly conducive to people stumbling across it. Without VoIP, it's also very hard to actually give an OB-brand or touch to. Jailbreak's genius was that it was a game that revolved around characters. Our best wardens were good characters. Outbreak has, and still does have, a wealth of characters. People here are funny as hell. And they're funnier now than they've ever been, no doubt. Unless OB is hoping to transition to a soulless corporate machine like Hypixel, then it has to solve all these problems simultaneously:
What will actually bring the whole community together? If the answer is genuinely nothing, then you've already got two+ communities. What gamemode is actually conducive to people stumbling across it? YouTube or Twitch help with this stuff, but there has to be some natural osmosis - e.g. a decent and reliable server browser that we can feasibly sit on top of, all day long. What game has sufficient controls and mechanics, as well as VoIP, such that OB can actually put some character into it?
If I'm sure of one thing, sustained contact builds community bridges. Gaffer and Mintlou hated each other. Five years on, and Mintlou will make an appearance at Gaffer's (send out the damn invites already) wedding.
